Test pretty easily. Before the steroids, he was real good in the ring, heavily pushed in 1999 before they completely killed any momentum of his by having Triple H marry Stephanie and not even have a feud with Test.

Test gets my vote. He had a great physique and would of been believable as champion, had charisma and was over with the crowd. And could also wrestle pretty good.

Test seemed like he was gonna be a main eventer feuding with HHH during the whole Stephanie stuff. He seemed to always have untapped potential to possibly be a main eventer one day but never brought it out. But yeah Test gets this.

I like Sabin more but I went with test at this one. He had it all.
