It's never really been debated that Flair has more than 16 title reigns, it can be argued apparently that he has as many as 25.

The two generally not recognized from your list are #8 and #13.

#8 - The Fujinami deal split the WCW/NWA titles. Flair was still the WCW World Champ but due to I believe the over-the-top rule Fujinami was awarded the NWA title (largely ignored by WCW anyway). It would be weird to count this as another title reign imo.

#13 - WWE (and anyone who has Flair at 16) ignores that the title was held up due to the double pin and just the whole deal as one Flair reign.

I think that largely depends on what is considered a World Championship. Most people stick with WWE, WCW, ECW, AWA, NWA.

I think that largely depends on what is considered a World Championship. Most people stick with WWE, WCW, ECW, AWA, NWA.
