Yeah it's Cruyff who you're thinking of. The current Barcelona philosophy originated from his idea of how the game should be played. It's no surprise considering he was a fantastic player & manager, but the philosophy was progressed and mastered by the greats after him (specifically Guardiola).

Pretty much all Brazil teams have good academies, but that's down to how many talented Brazillian football players they are. Even with Spain as the biggest football super-power, not even they can top Brazil for sheer number of talent.

Santos obviously have the big names in terms of academy (pele, neymar etc), but Sao Paulo have a great system to, and many other teams there. Fucking Brazil and Spain with their endless line of incredible players.
