I think the heels just had more mic time and every wants to have a catchphrase and no one cared enough to say wait you're a heel bc the crowd was at least engaged
That's the trouble Austin created. You gotta give fans a babyface they want to cheer or turn them heel so they do. It worked for Rock like fireworks. It always amazed me they never tried it with Cena or Roman. Roman was a great babyface for reference, but it might have helped the reactions.
