ROH is pretty unique. They've pretty much found their place in the wrestling world. They're not exactly "indy" because they hold wrestlers under contract, but at the same time, they're definitely not a mainstream promotion.
I still consider them indy, just because they don't have a TV deal. Sure, their workers are under contract but when it comes down to it...if you aren't main stream and you don't have a TV deal you are an indy promotion, and thats what ROH is
No. ROH is too big to be an indy promotion (When compared to CHIKARA, PWG, JAPW, CZW), but they're still too small to compete with the double double e and the T and A.
They are an Independent, kinda like ECW from '96 when they got their PPV deal. They don't have that mainstream coverage, but they are coming into the public eye
