Rick Rude won the IC title from the Ultimate Warrior at Wrestlemana V on April 2nd 1989. He lost the title back to the Warrior on August 29th 1989 at SummerSlam.

The British Bulldog won the IC title on August 29th 1992 from Bret Hart at SummerSlam. He lost the title to Shawn Michaels on the November 14th 1992 episode of Saturday Night’s Main Event.

Went with Rude, because Bulldog didn't have the title very long, and if you take out the match he won the title in, and the match he lost it in, many people would struggle to remember his reign, but the title and feud with the Warrior was such a big part of Rude's WWF Career.
