He "gives" the book to Light, with the express intent of him using it up until it runs out of paper. Ryuk can still use it if he wants, he just prefers to let Light do whatever he wants so he can watch the chaos.

Just not sure scum claim this. Feels like maybe indy didn't have fakes or Odo gave town a fishy character for WIFOM.
